The Australian Government has announced the introduction of an International Education and Skills Strategic Framework and an ESOS Amendment (Quality and Integrity) Bill 2024 with the aim of improving the quality and integrity of the international education sector.
The ESOS Amendment (Quality and Integrity) Bill 2024 proposes to increase Australian Government oversight of education providers and introduce a national cap on international students. A recent Senate Committee inquiry has proposed that the bill be passed in Parliament, and legislation is expected to take effect by 1 January 2025.
Western Sydney University strongly opposes the proposed international student caps. We remain committed to working collaboratively with government, industry, and other stakeholders, advocating for policies that support a thriving international education sector in Australia. Australia's doors remain open to international students, and we look forward to welcoming international students in 2025.
No. Currently enrolled students will not be impacted by the proposed caps. This includes students who plan to continue their studies at Western after completing their current degree or transfer to a different program at Western. However, if you are planning to study at another University, the caps may apply to you.
Given the recent recommendation by an Australian Government Senate Committee to pass the amended bill in Parliament, enrolment caps are likely to take affect from 1 January 2025. This means that popular programs across 2025 intakes may fill up quickly.
To secure your spot in 2025, we strongly recommend accepting your offer now. If the University reaches its international student cap, and you have not accepted your offer, you may need to defer your studies to a later intake.
If you have a conditional offer, we encourage you to fulfill your conditions and supply requested documentation as soon as possible to ensure you secure your place in your preferred intake. If you have a provisional offer, we encourage you to submit requested documents promptly to be considered for a full or conditional offer so that you may accept your offer.
If you have already accepted your offer and paid the required fees, but do not meet the conditions outlined in your Letter of Offer, you will be deferred to the next available intake. Note: There is a maximum allowable gap of two (2) months between studies. If you are a student visa holder, we cannot guarantee an available intake meets this requirement.
For more information or to discuss your specific situation, please contact International Admissions via your Student Record.

However, if you defer your offer or study at another University upon completion of your preliminary program at The College or International College, the caps will apply to you.
No, the changes do not apply to students enrolling in research programs.
A waitlist is not available, and we will defer offers for the next available intake. However, if places do become available in the intake of your original offer, we will notify applicants, and places will be secured on a first come first served basis.
If your offer is deferred to the next available intake, we strongly recommend accepting your offer as soon as possible to secure your place in the new intake.
Accepting your offer early will also allow time for your visa application to be processed in time in case places becomes available with your preferred intake.
If you have already accepted your offer and paid the required fees, your place is fully secured in 2025 as per the intake outlined in your Letter of Offer. You will not be affected by the caps set for the University.
