COR Sandbox: Sandboxing and Standardising Child Online Redress
October 2025-October 2027
Project Summary
In a partnership between Y&R, Smile of the Child (Greece), the Irish Society for the Prevention of Cruelty to Children and University College Dublin (Ireland), COR Sandbox is an international project that brings young people, online service providers, regulators and researchers together to explore fair and effective responses when children experience online harm. The project aims to ensure reporting, complaints and resolution processes are designed with children, not just for them.
SDGs
Project Description
When children and young people experience harm online, they need more than a way to report it. They need reporting, complaints and resolution processes that lead to fair and effective outcomes. Yet these processes do not always start with what children themselves need. COR Sandbox starts with the principle that young people should help shape these processes so they work in practice across platforms and countries.
The project combines youth workshops and a Sandbox across Australia, Greece and Ireland. In the youth workshops, young people aged 13-18 years will explore everyday online safety scenarios and what a fair response should look like. Using Y&R’s Distributed Data Generation (DDG) approach, local facilitator will be trained to run workshops in their own communities. Interviews with adult stakeholders will complement the workshops.
In the Sandbox, online service providers, regulators and researchers will take part in six hybrid workshops to test child-centred redress, informed by young people’s input from the workshops. Together, the youth research and Sandbox aim to co-design and test a prototype sandbox for redress for under-18s and develop practical guidance for future models.
Outputs
- COR Sandbox Facilitator Manual and youth workshop agenda, supporting partners to deliver workshops locally.
- Redress Standard, shaped by young people’s input.
- Sandbox Blueprint and evidence-based playbook for future sandbox models.
Outcomes and Impacts
- Build local facilitators’ capacity to support young people’s participation in research across countries through online training and the DDG approach.
- Translate young people’s expectations into practical guidance for online services and regulators, with a Redress Standard providing a shared benchmark for responding to online harm involving children.
- Provide regulators with a tested way to trial child-centred approaches before they are built into policy or regulation, through the Sandbox Blueprint and playbook.
- Support fairer, more effective responses to online harm for children and young people, while identifying what can be shared across countries and what needs to adapt locally.
