Consider - Who do I need to hire?

At this first stage in the recruitment process, the position is still in conception. A hiring manager may have identified a gap in his/ her area that would require a new position to be created, and would be considering all requirements of this new position. During this stage, the hiring manager might be drafting a Business Case, or considering the budget implications of creating a new position. Decisions would be made about whether the new position would be limited-term, ongoing, casual or contingent, and the HEW or Academic level of the position would be decided. Any prerequisite knowledge or training would be considered, and the skill-sets of the ideal appointee would be considered. The hiring manager would also begin to consider whether the position should be internally or externally advertised.
