An Improved Framework to Prevent Building Compliance Failure in New Medium to High-Rise Residential Buildings

Abstract

Compliance is always linked to a commitment to the laws, legislations, codes, and regulations through a defined framework of activities in an organisation. The Australian Legal Compliance online journal has provided the following two definitions of compliance:
Compliance: legal compliance (or “compliance”) is the management discipline of designing and implementing effective systems to ensure that an organisation complies with the laws, regulations, and codes of practice relevant to its operations.Construction building compliance aims to protect people’s lives, protect properties, and protect the environment. The National Construction Code (NCC) sets the minimum requirements for health, safety, and amenities of buildings throughout the building's lifecycles from the design stage, construction stages, occupation and the performance of buildings.
The research will detail how the principal contractor project manager executes construction compliance during the construction of Class 2 building projects (apartment buildings) and investigate the role of the construction project manager in monitoring and controlling compliance through these different construction activities, from the project planning stage to the execution stage. The research will detail the implementation of construction compliance from the design stage to the construction completion and outline the mechanisms of communication and coordination with the project architect, engineers, and consultants. The research will shed light on the common project flaws and consequences of cutting corners by reducing the scope of the engaged consultants and engineers. The research will propose an updated framework to ensure construction compliance at each stage. The proposed updated operational framework aims to ensure the duty of care and the responsibilities of the project manager, as well as the project consultants and engineers during the construction procedure, are controlled. This research will investigate the impact of the new era of construction reform and propose some improvements to facilitate the design and construction process. The research will examine the compliance practices of residential buildings via different project teams throughout the project’s stages for medium- and high-rise residential buildings.

Biography

Simone Khiralla is a construction project manager who has been working in the residential sector of the construction industry for the last 15 years. She also serves as a building and construction trainer and assessor for Certificate IV in Building and Construction and the Diploma of Building and Construction. Simone Khiralla is one of the few women working as a construction project manager and builder on construction sites. She has a distinguished history, having successfully managed numerous residential projects from the design stage through to occupation.
