Abstract

This research aims to develop an implementation framework for Project Controls in large-scale and matrix-structured construction organisations to achieve strategic advantages. The research focuses on the functions of Project Controls, their implementation in the construction industry, and their contribution to achieving strategic objectives. The research methodology includes a literature review, semi-structured interviews with experts, and the Delphi technique in expert forums. The expected outcome is a Project Controls Implementation Framework that maps Project Controls functions with other departments and proposes tasks for delegating to Project Controls. The framework also provides guidelines for establishing a multi-skilled department within Project Controls, promoting sustainable strategic planning. The research also reinforces the concept of organisational knowledge management in construction companies, allowing Project Controls staff to contribute to the company's knowledge database and support project controls staff. The research contributes to the understanding of Project Controls in the construction industry.

Hasan Zaidi is a senior-level construction industry professional specialising in Project Controls Management for large-scale infrastructure and development projects. He brings over 18 years of rich experience in Project Management, primarily working with internationally reputed consultants as well as renowned contractors and project sponsors across the Middle East, Pakistan and the United States of America. In addition, he holds a Master of Science degree in Civil Engineering and Construction Management from the University of Southern California, United States of America. He also possesses various professional certifications, including Project Management Professional (PMP) from the Project Management Institute, and Project Controls Management and Project Management certifications issued by Parsons Corporation, Pasadena, United States of America.
